, the one they are still trying to find now, dzhokhar tsarnaev was born in kyrgyzstan. his family lives in russia and we're told his father was a public official there at one time. the reason we're told for this extraordinary security in the area of watertown is, of course, because they still don't know where the other of the two brothers, the second bomber is located. they think they know where he is. they believe that's the place they have surrounded and where you just saw kerry sanders reporting but there's a further concern that these two brothers may have had af coccomplices an authorities found another bomb in boston. a device in the charles gate area. they rendered it safe but they are concerned there maybe accomplices. they can't be certain of it. but there's a concern there maybe accomplices at large. you put all of those factors together, and we're told that's the reason for the extraordinary security. there's been a report that one accomplice tried to escape on a train to connecticut. that the train was stopped. we believe now that this is not the case. savannah? >> pete will

suspect.19- year-old dzhokhar tsarnaev. will be indicted by a grand jury. then the case is assigned to a district judge. a justice department official says tsarnaev will not be read his miranda rights because the government is invoking a public safety exception. that exception is triggered when police have an objectively reasonable need to protect the police or the public from immediate danger. tsarnaev will be questioned by a special federal interrogation team for high-value suspects. >> president barak obama and republicans used their weekly addresses to celebrate the resolve americans demonstrated after the attack on the boston marathon. in the address obama emphsized that "the world witnessed one sure and steadfast truth: americans refuse to be terrorized." >> ultimately, that's what we'll remember from this week. that's what will remain. stories of heroism and kindness; resolve and resilience; generosity and love. in the days to come, we will remain vigilant as a nation. and i have no doubt the city of boston and its surrounding communities will continue to respond in the same
. >> as you mentioned, justice department officials told cnn dzhokhar tsarnaev is facing federal terrorism charges and state murder charges. preliminary hearing could happen in the next 30 days. a lot hinges on when the suspect is well enough to speak. investigators are eager for him to talk so they can find out who planned the attack. tsarnaev will likely be appointed a federal public defender. for now, the justice department is invoking something known as a public safety exception. this rule is used to question terrorism suspects without reading them miranda rights. the rule was created to question terrorists about other potential threats. senator carl leven says so far there's no connection between the suspect and terrorist groups. leven said to hold him under these circumstances would be contrary to our laws and jeopardize our effort to prosecute him. during interviews before suspects are read their rights is often not admissible during the trial. the issue on miranda rights is further complicated because the u.s. is a u.s. citizen. many of the rules cannot be used on americans. live
